But screening airside credentials for cargo/baggage handling? Well, not so much.
The PR for an upcoming meeting says the TSA is "to guarantee freedom of movement for commerce." Too bad the same guarantee doesn't apply for passengers.

This meeting is being held in Dubai September 18-21.

There will never be 100% inbound screening. There will be a pretense of screening.

Isn't it the same with domestic screening that depends on trusted shippers?

Dubai is an interesting choice of sites considering the nature of the conference. Not that Dubai isn't a beautiful place, just that the Gulf Region and airline security seem an odd combination.

Dubai is actually very secure, believe it or not. The terminal is beautiful. Security personnel are respectful. Security there is actually effective.

It also seems to be a crossroads of sorts in the Middle East that is both tolerant and progressive, to a degree all things considered. I did not know this before going, so I'll share it for those others who might not also know, Dubai is a former British colony. It therefore has a rather large population of British, Australian, Hong Kong, and Indian ex-pats. As an American (and even though I try to blend in and be respectful of culture when I'm traveling, I still am an obvious American) I never once felt in danger, threatened, nor uncomfortable. The people of Dubai could not have been more welcoming or cordial.

That said, I understand it is very different for citizens and resident aliens who run afoul of the law.

Unless they happen to detect a trace of poppy seeds on your shoes because you ate a bun in London the day before. Then their tolerance will get you a few months as an official guest.

Good point, and I apologize for not thinking it through.
