    the private prison industry is making deals where the state has to guarantee them a prisoner level within 90% of current inmate count. Think ye that it be likely they'll just start rounding up people?

    This is the problem with a for-profit prison industry. It's grotesque. The notion of it is grotesque. But when your core value is The Bottom Line, that's what you get. For everyone who thinks private industry is the answer to all our problems, well, there ya go.
