Unless is was a muzzleloader, which is safely unloaded only by firing, it seems a little weird that they had to fire it. If you are unfamiliar with something, it doesn't hurt to ASK SOMEONE WHO KNOWS.
You would expect a cop to know how to unload a gun. The muzzleloader suggestion is interesting. I wonder why they aren't releasing specifics?

If it is a a muzzleloader, at least in CA it is not considered loaded if the percussion cap is not installed. you can have powder and ball already tamped down and ready to go. at least, in times past. I've never considered that safe, btw.
