19 of 19 in ratings among large federal agencies, comes in dead last in ratings for "effective leadership" ...

Washington Post: Leadership rankings of the large federal agencies

Nineteen large federal agencies received their leadership scores from the 2012 Federal Employment Viewpoint Survey.
    ...
No. 19: Department of Homeland Security
Coming in last on the list is the Department of Homeland Security, which received an "effective leadership" score of 45.7 out of 100. Janet Napolitano has served as the agency's head since 2009.

    And anyone is surprised?

Nappy is an utter disaster. All DHS agencies excepting the Coast Guard are utter disasters. Our favorite Poster Child Pistole wins the award for the Most Pucked Up government employee of all time.

Kinda like drug users, they are the last to realize and admit they have a problem. TSA SES thinks they are gods gift to the world when in reality they are just fubar.
