    Obviously I'm not a lawyer, but I think the below is the single most devastating sentence in the brief. Referring to the agency due diligence (or lack thereof in TSA's need to take comment), applied to the standard afforded the agency in terms of incursion on the 4th Amendment in their administrative search:
