They may not "tolerate" theft (though that's debatable), but they knowingly give an army of weak people easy daily access to passengers' valuables while said valuables are out of their owners' control and, in many cases, out of their owners' sight, and also have a complaint and redress process worthy of a Kafka novel. I don't think I'm being overly dramatic in seeing that as implicitly encouraging theft, if not "tolerating" it.

    It is painfully obvious to all observers that the TSA condones theft as long as the thief isn't actually caught. The excuses of broken cameras, blurry video, or "no cameras in that area" make it perfectly clear that theft and the prevention thereof are not a priority for the agency - just like "real security."
