He could just be inflating his ego. My guess is that any such "capability" is through the NY Air National Guard. Most of our domestic air cover is provided by state ANG units, not by USAF. Odds are that any responders would be whoever is dispatched by NORAD, not necessarily NY ANG aircraft.
Am I stating the obvious with a concern about where an aircraft or its wreckage lands if it is downed? I'm sure those with the ability to down airplanes think of this, but it is the kind of ability I don't trust in the hands of, say, a city. What Mike says makes sense, though. Just pointing out how comments like these actually undermine the effects of security theater, at least in my mind.
