Shoot! (I hope that's not considered a cuss-word) It seems to me that they OVERUTILIZED the darn things at every airport in which they were deployed.
I was thinking essentially the same thing -- "better" planning would have led to more missed weapons & false positives.
I think the Strip Search Machines are devices looking for a purpose. Certainly not needed for screening in airports.
