as troubling on the other side of the coin are the agreements private prison corporations have with states to guarantee a stable supply of prisoners! Think about that one as well...
1. stop incarcerating for drug offenses (legalize)
2. for genuine criminals who have harmed people, follow the Byzantine model where these contributed to society and made restitution to their victims by being sold as slaves to work the salt mines. The state got paid and the victims got paid from the proceeds.
