    After a near-miss involving three planes at Reagan National Airport this summer, an air-traffic control supervisor says training is “less than zero” for guiding planes by radar at the airport, a National Transportation Safety Board report out Wednesday says.

    One of the regional flights was running low on fuel while controllers required it to fly around the airport in the confusion, the report says.
