Not sure exactly what's going on down there, but this is kind of weird:

I read the whole resolution and it almost sounds like the military is looking at down sizing or reducing the military role in the area. Tucson is afraid of losing the $1.1 billion dollars that Davis-Monthan contributes to the community.

  3. That is weird. Something to do with border security, maybe?

The "emergency" cited is probably related to parliamentary procedure and how quickly state statutes & local ordinances allow them to pass measures. It appears to me just a simple resolution in support of the air base.

  5. Probably. But you would think there would be a clearer way to express such.

One would think it could be phrased a LOT more clearly.

    "Legalese" is rarely "clear". :)

I believe Mike has it. I would bet the city is concerned over any sequester funding cuts and how it will impact the community.

That's because lawyers get paid to write it, they get paid to interpret it, and they get paid to offer their opinions on it.
